There is a version of coastal living that is a vacation, and a version that is a life. This list is about the second one: the shoreline as a standing part of the week rather than a place you drive to twice a summer. A morning walk on the sand before work, a swim that does not require a plan, a climate that treats being outside as the default setting rather than a seasonal window. When the water is that close, it changes the shape of an ordinary day.
So the ranking is filtered to coastal cities, ocean, bay, and Gulf, and leads hard on warm climate and outdoor access, with no rent cap. That last part matters: beach living tends to cost more, and pretending otherwise would just bury the cities people actually mean.
