The standard outdoor-city shortlist is made of places that already got big and expensive. Denver, Boise, and Salt Lake all earned their reputations honestly, and all three now come with a rent line that undercuts the reason you moved. The small-city version of the same trade barely gets written about, which is exactly where the value sits.

This list filters to metros under 500,000 people across the states that hold the country's accessible public land, then caps median rent at $2,100 and ranks on outdoor access with affordability close behind. Small here means metro population, not city limits: a 60,000 person city inside a 400,000 person metro still counts, and several on this list are exactly that.

We filter to metros under 500,000 people across CO, UT, NM, ID, MT, WY, WA, OR, NV, AZ, VT, NH, NC, TN, WV, and VA, cap median rent at $2,100, then rank by 45% OutdoorScore (Landable's blend of urban park quality and proximity to National Parks, State Parks, and National Forests within 75 miles), 35% affordability, 15% weather, and 5% walkability.

What counts as a small city here?
Metro population under 500,000. We use metro rather than city limits because that is what actually determines the amenities, the job market, and the rent line. A 60,000 person city inside a 400,000 person metro belongs on this list.
Why limit it to those states?
They hold the bulk of the accessible public land in the country: National Forest and National Park acreage across the Mountain West and Pacific Northwest, and the Appalachian and Blue Ridge systems in the East. A small metro elsewhere can be a lovely place to live and still not put a trailhead within a short drive.
Does going small mean giving up things to do?
Some of it, yes. This ranking puts no weight at all on the events dimension, so the list is honest about what it optimizes for: public land access at a rent you can carry. If nightlife and a deep events calendar matter as much as trails do, the big-city version of this guide is the better read.
